HAYWARD, Calif. -- Police in Hayward asked for the public's help after a woman reported an alleged kidnapping attempt Friday afternoon.

The victim was walking northbound on Soto Road, near the intersection of Jackson Street, at about 3:15 p.m., when she was allegedly grabbed by a man who was walking southbound, according to the Hayward Police Department.

The man allegedly forcibly moved the victim about 15-20 feet down the sidewalk against her will as she struggled, before passersby noticed and intervened, police said in a statement.

The victim was not physically injured, according to police.

The man fled on foot southbound on Soto Road and was not immediately located.

He was described by police in a statement as white or Hispanic, about 5-foot-7, 120 pounds, with bushy hair, thin eyebrows, and "unique-colored eyes."

The alleged assailant was wearing a white T-shirt with red paint on it, black pants, and had a black cross-body bag.

Police said in a statement that witnesses described him as looking similar to Justin Bieber.

Anyone with information about the reported kidnapping was asked to contact the Hayward Police Department at (510) 293-7176.
