It took 58 frantic hours to rescue the 18-month-old who fell into an 8-inch well in her Midland, Texas, backyard.
"It's a different feeling," said the deputy. "Some nights you go home, and you don't really know if you've made a difference, but in situations like this, you feel it."
The boys were born safely on Feb. 25 but had to remain in the hospital due to their medically sensitive status as premature babies.
Police said first responders saw a man sticking his head out the window of a second-floor apartment with smoke pouring out. The man was able to drop the boy to officers and firefighters below before jumping out himself.
TSA Officer Cecilia Morales heard people screaming for help and knew she had to act quickly, saying "my training and experience just took over."
The baby "just went completely limp" on the way to the hospital, so Sgt. Kyle Barnett performed CPR from the backseat of a patrol car.
