San Francisco Mayor Daniel Lurie declared a local emergency on Friday as the city prepares for potential severe storms and coastal flooding associated with El Niño this winter.
The slow-moving storm, which killed a New York City housing authority worker when a tree fell Saturday, was expected to linger through Sunday with heavy rain, strong winds and dangerous surf from New Jersey to New England.
Thousands are without power on the U.S. Northeast, while roads are flooding in some coastal New Jersey communities.
Human remains were discovered Monday near Crystal Rapids on the Colorado River in Grand Canyon National Park, according to the National Park Service.
Rescuers in Nepal pulled out a Chinese man and a woman in separate operations Saturday, 10 days after devastating floods hit the country, as teams continued searching for thousands of missing people.
"More than one person's voice has been heard from inside," an official said.
