SKY7 footage showed the aftermath, including red drinking cups scattered across the beach. A cooler, cans and evidence markers were also visible along Jetty Road, where police said the shooting occurred.
"We do have people that come together and have parties at this beach; it closes at sunset. So these people were here after hours," Chief Park Ranger Mike Dippel with California State Parks said during a briefing on Monday.
No arrests have been made. Rangers said they plan to increase patrols in the area as the investigation continues.
"Our hearts are with the student's family, friends, classmates, and all those whose lives have been touched by this devastating loss," the superintendent said. "We extend our deepest condolences to the families as they navigate an unimaginable time of grief."
